I ask &quot;Where is there the responsibility for &#039;self&#039;?&quot;  It&#039;s easy to blame &#039;the government&#039; for lack of facilities, but take a look at the root cause of this - an entire generation, an entire culture built on the idea that this is an appropriate way to act.

People as old as their late 20s and early 30s felt they had a right to get &quot;smashed&quot; and the young people were following their example. &lt;/i&gt;

As long as culture says this is &#039;fun&#039; and &#039;cool&#039; it will continue.  As long as people have the attitude of entitlement, it will continue. 

Want it to stop?  Make negative ramifications for their actions.   But it has to be society as a whole that makes the whole experience a negative one.  Time to grow up, UK.  You&#039;re embarrassing yourself.</description>
